What's inside the workbook

Same decision engine as our interactive web scorecard, built for the estimators who live in Excel. Orange-bordered cells are inputs; everything else calculates.

Sheet 1 · Start Here

Instructions & decision bands

The five-minute workflow, the cell legend, the four decision bands, and the three hard-kill rules — so anyone on the precon desk can run it without training.

Sheet 2 · Project Brief

The pursuit's commercial shape

Owner, GC, delivery method, contract value, duration, retention %, pay terms, and bidder count. These inputs drive the cash model and the scorecard hints.

Sheet 3 · Shop Calibration

Your shop's economics

Backlog, current hit rate, estimating cost per bid, expected margin, working capital. Computes your break-even hit rate and auto-calibrates the decision thresholds (45/32/20 standard, 50/38/25 full shop, 40/28/17 thin pipeline).

Sheet 4 · Cash Exposure

24-month AR model with chart

Straight-line billing, receipts lagged by your real pay terms, retention held. Finds the peak outstanding AR, compares it to working capital, and suggests the Q3 score. The month you'd be carrying the most unpaid work, on one chart.

Sheet 5 · Scorecard

The seven weighted questions

Pay history, schedule fit, AR exposure (3x weight); personnel, scope clarity, retention terms (2x); competitive field (1x). Every answer is a dropdown with plain-language options — no scoring debates. 63 points maximum.

Sheet 6 · Verdict

The decision, spelled out

Color-coded verdict with the reason line, red-flag checklist, points to the next band, estimated win probability, expected dollar value of bidding, and an improvement-levers table showing which term to renegotiate before you decline.

Sheet 7 · Pursuit Log

100-row tracking + hit-rate stats

Log every pursuit with its score and outcome. Hit rate overall and by score band (45+, 32–44, 20–31) calculates itself — after two quarters you have an empirical curve that proves the rubric.

Sheet 8 · Benchmarks

Hit ratios for 10 trades

Healthy ranges from FMI and CFMA data: electrical 20–30%, drywall 25–35%, steel 15–25%, hard-bid GC 10–15%, negotiated 40–60% — with the investigate-above and investigate-below lines.

How to use it

STEP 1 — BEFORE THE TAKEOFF

Fill the Project Brief and Shop Calibration the day the invitation arrives. The whole pass takes five minutes — and it must happen before a single takeoff hour is spent, or sunk-cost bias adds a point to every answer.

STEP 2 — SCORE & READ

Answer the seven dropdowns on the Scorecard (the cash model pre-suggests Q3, the bidder count pre-suggests Q7), then read the Verdict sheet: the decision, the red flags, and the cheapest lever to the next band.

STEP 3 — ACT & LOG

Bid it, load it, or decline it — a no-bid gets a no-bid letter within 48 hours. Either way, log the pursuit. The hit-rate-by-band stats turn the rubric into proof.

The rules the verdict enforces

Straight from the method in The 7-Question Bid/No-Bid Scorecard:

  • Hard kill: peak AR above 40% of working capital forces NO-BID regardless of score. One slow-pay cycle at that exposure threatens the company.
  • Pay-history cap: an owner scoring 0 (76+ days or open dispute) caps the verdict at STRATEGIC ONLY — you cannot outrun an owner who does not pay.
  • AR caution cap: peak AR between 20–40% of working capital caps the verdict at BID – LOADED MARKUP, so the financing cost gets priced.
  • Backlog calibration: a shop with 6+ months of backlog should be pickier (thresholds rise to 50/38/25); a thin pipeline justifies more risk for a quarter (40/28/17).
  • Economics floor: break-even hit rate = estimating cost ÷ gross profit per win. The verdict sheet flags any pursuit with negative expected value.

Bid/no-bid template FAQs

What is a bid/no-bid template?
A structured worksheet a contractor completes before starting a takeoff to decide whether a project deserves estimating hours. This Excel version scores seven weighted factors — pay history, schedule fit, AR exposure, personnel, scope clarity, retention terms, competitive field — and returns an automatic BID, LOADED MARKUP, STRATEGIC ONLY, or NO-BID verdict.
What's included in the free download?
Eight sheets: Start Here instructions, Project Brief, Shop Calibration, a 24-month AR cash-exposure model with chart, the 7-question weighted scorecard with dropdowns, the automatic Verdict dashboard with red flags and improvement levers, a 100-row Pursuit Log with hit-rate-by-band stats, and hit-ratio benchmarks for 10 trades. All 190+ formulas are live and editable — nothing is locked.
How does the automatic verdict work?
Your weighted score out of 63 is compared against thresholds that calibrate to your backlog. Hard-kill rules override the score: AR above 40% of working capital forces NO-BID, and a pay-history score of 0 caps the verdict at Strategic Only. The same engine runs in our interactive web version.
Does it work in Google Sheets or LibreOffice?
Yes. Built for Excel 2016+/365; the formulas, dropdowns, and conditional formatting also open in Google Sheets and LibreOffice Calc with minor cosmetic differences, and the two charts import in most versions.
Is it really free? What's the catch?
Direct download, no email gate. PILARS makes AI takeoff software ($100 per trade, per plan) — we publish free estimating tools because the estimators who use them are the people we build for.
